According to fans on the thread, the perk used to do this is called Manipulation, and others ā like Diplomacy and Instigation ā can also influence NPCs. One user on the page also explained a main questline in Neon will give you an implant that allows you to manipulate NPCs, saying the feature basically works āliterally [like] Jedi mind tricks.ā
