Mr. Charlie #1: After the Intro

After the intro, when Jill first meets Carlos and you first regain control at the subway station, don’t follow Carlos through the door. Instead, go upstairs, back outside, and find Charlie 1 on the ground between some newspaper stands.

Mr. Charlie #2: Moon’s Donuts

Look to the right of the microwave behind the counter. The Mr. Charlie doll is just hanging out on the shelf.

Mr. Charlie #3: Warehouse

In the warehouse with the Aqua Cure fan’s safe across the road from Kite Bros, look for the Mr. Charlie doll on the top shelf of boxes in the middle of the room.

Charlie #4 is on the ground under some donuts on the southern end of the equipment bank.

Mr. Charlie #5: Subway Power Substation Control Room

Charlie #5 is sneakily sitting next to a box on top of the northwest filing cabinet.

Mr. Charlie #6: Toy Uncle Toy Shop

You will need the Lockpick to get inside. Charlie #6 is hanging out on the shelf with all the Mega Man figurines.

Mr. Charlie #7: Sewers

In the tunnel just before entering the room where you obtain the Battery Pack, the tunnel is grated off. This little rascal is hiding behind the bars and the trash in the northwest corner. Murderize the Mr. Charlie doll, please.

Mr. Charlie #8: Sewers

At the sewer exit just right after you use the Battery Pack for the final time, the Mr. Charlie doll is right above the door you just came in through. Go up the stairs a bit and turn around for a clear shot.

Mr. Charlie #9: House After Kendo’s Gun Shop’s Alley

Right on the shelf as soon as you enter, give Charlie #9 a nice dose of American freedom.

Mr. Charlie #10: Outside RPD

Go back out the door you came in and down the walkway past the storeroom. Charlie #10 is vegetating in the Courtyard.

Mr. Charlie #11: RPD’s Safety Deposit Room

Charlie #11 is on top of a shelf at the back of the room, next to where the Shotgun was located in Resident Evil 2 2019.

Mr. Charlie #12: Subway Tunnels After Dilapidated Shelter Save Room

This bunker has four lodging wings in the first corridor. Charlie #12 can be found in the northeast alcove, under a very comfy-looking bench.

Mr. Charlie #13: In the Clock Tower Plaza to the Southwest

The Mr. Charlie doll is hiding behind a STARS armored car, next to a wooden chest. It’s right near the walkway up, so use that as a landmark.

Mr. Charlie #14: Hospital

Look to your left at the gurney just before the door to Bard’s reception area to see a suspiciously healthy Charlie #14. Fix that.

Mr. Charlie #15: Roof Outside the Hospital’s Second Floor

Charlie #15 is immediately to your right when you go through the door.

Mr. Charlie #16: Hospital Sickroom, Next to the Nurse’s Station

Look along the wall next to the south door to find a rubbish bin in the corner. The Mr. Charlie doll is in the bin, where he belongs.

Mr. Charlie #17: Hospital

After you pick your last door lock, you eventually reach a large storage area. This is the room with the large cargo lift that will take you underground. Before going down, find Charlie #17 on top of a forklift, just before the elevator.

Mr. Charlie #18: Underground Storage Fuse Maze

The Mr. Charlie doll is on a shelf just before the southeast lift where the stairs are located. This is the same lift you use to get the Shotgun Shell Holder.

Mr. Charlie #19: NEST 2

You can find the Mr. Charlie doll on the balcony outside the vaccine synthesis room. He’s hidden away in a dark corner, but your bullets will find him soon enough.

Mr. Charlie #20: NEST 2

After unlocking the door to the vacuum-packed lunch meat storeroom, go upstairs to Lab 1. This is the same room you get the Culture Sample. Your final Mr. Charlie doll is through the back door in Lab 1 in a small corridor blocked off by crates. Charlie 20 is between the crates.
